UP to Ensure Simple and Transparent Livestock Insurance for Farmers Under New State Scheme

Lucknow: The Uttar Pradesh government is preparing to implement the new Chief Minister Risk Management and Livestock Insurance Scheme in a simple, transparent and livestock farmer-friendly manner during the financial year 2026-27.

Livestock and Dairy Development Minister Dharampal Singh chaired a meeting with officials of the Livestock Department and insurance companies at his office in the Vidhan Bhawan on Monday to review preparations for the scheme.

The minister stressed that insurance premiums should be kept as low as possible to minimise the financial burden on livestock farmers and enable maximum coverage of animals.

Singh said the entire process, from purchasing an insurance policy to receiving a claim, must be simple, convenient and transparent. He directed that genuine claims should not be rejected merely because of unnecessary technical formalities and that claim settlements should be made in a timely and impartial manner.

He also directed officials to ensure adequate manpower at the district level and provide livestock farmers with policy-related information promptly.

Government to Bear 85% of Insurance Cost

Under the scheme, the state government will bear 85 per cent of the cost, while beneficiaries will contribute only 15 per cent.

Singh directed insurance companies to provide policy options for one, two and three years and give priority to beneficiaries of state government and dairy-oriented schemes.

Special priority will be given to beneficiaries under the Nand Baba Milk Mission, including the Chief Minister Indigenous Cow Promotion Scheme, Mini Nandini Farmer Prosperity Scheme and Nandini Farmer Prosperity Scheme. Insurance coverage for two, 10 and 25 indigenous cows respectively for beneficiaries of these schemes will be prioritised.

Cattle, Buffaloes, Goats, Sheep and Pigs Covered

The scheme will cover indigenous and crossbred milch and draught animals among large livestock, while pigs, goats and sheep will be covered under the small livestock category.

A family will be eligible for insurance coverage of up to 25 large-animal units. One large-animal unit will be treated as equivalent to 10 small-animal units.

The meeting also discussed the maximum insured value of animals, including up to ₹75,000 for classified-breed buffaloes, ₹65,000 for cows and ₹6,500 for small livestock.

Awareness Campaign to Reach Villages

Singh emphasised that extensive publicity must be undertaken right up to the village level so that no eligible livestock farmer misses out on the scheme due to lack of information.

Officials were directed to use All India Radio and Doordarshan for publicity and display key information about the scheme through stickers on ambulances operated by mobile veterinary units.

The progress of the scheme will be reviewed every month at the government level after its launch.

Additional Chief Secretary, Livestock and Dairy Development Department, Mukesh Kumar Meshram, said the government’s objective was not merely to insure animals but to provide livestock farmers with genuine financial security during times of crisis.

He expected insurance companies to offer coverage at affordable premiums and ensure timely settlement of genuine claims without causing unnecessary inconvenience to beneficiaries.

The meeting was attended by Special Secretary Livestock Vivek Srivastava, the Chief Executive Officer of the Uttar Pradesh Livestock Development Council, In-charge Livestock Insurance Dr P.K. Singh, departmental officials and representatives of Oriental Insurance, United India Insurance, New India Assurance and Agriculture Insurance Company of India.

The new scheme is expected to strengthen financial protection for livestock farmers while making insurance access easier and more transparent across Uttar Pradesh.
